This feature is usually a default feature in some custom ROMs. You can find it in settings > Network & internet > Hostpot & tethering > Allow clients to use VPNs
However, some default ROMs do not have this feature. In essence, this feature allows you to share your hotspot connection even if you are using VPN and can be used to browse the internet as usual.
This module can also be a solution if your ROM is buggy and cannot use this feature.
